The changing wheel I converse of is with the take care of and is the common cable adjuster located on an M/C. If I dont want a lot of down load, say to the flats, I shorten the cable to help keep the engine load off the tire, much less wear.If I come to a steep hill I just lengthen the cable a couple of turns to load the tire more to climb the hill
